By all of Jerusalem, the author means everyone in the city in the categories he then describes. In other words, the phrases that follow limit the meaning of that phrase. While this expression can describe great soldiers, that does not seem to be the meaning in this context. The author says in verse 16 that the Babylonians exiled 7,000 such people, and the Judean army would have had many more great soldiers than that. So the meaning seems instead to be the same as in [15:20](../15/20.md), that these were wealthy and powerful citizens. See how you translated the expression there in order to determine how to translate it here and the similar one in verse 16 (“the men of valor”). Alternate translation: [the wealthy citizens]
