Aaron and Miriam are using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate these questions as statements or as exclamations. Alternate translation: [Yahweh did not only speak in Moses. He also spoke in us!]

The phrases in Moses and in us are common expressions of this culture that mean “by means of Moses” and “by means of us.” If these phrases do not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly.
