These two phrases all of the congregation and all of them mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Alternate translation: [every single one of the congregation]

Here, the protesters are speaking as if Moses and Aaron could physically lift themselves up above the rest of the people. They mean that Moses and Aaron had claimed authority over the assembly. Alternate translation: [do you take authority for yourselves over the assembly of Yahweh] or [do you claim to be more important than the rest of the assembly of Yahweh]
