Zechariah is not using the phrase translated as And it will happen on that day to introduce a new event. In this and in the several following verses he is using on that day to refer back to the appointed day from verse 1. Use a word, phrase, or other method in your language that is natural for looking back to the same day. Alternate translation: [And it will happen on that same day]

יְקָר֖וֹת

Zechariah is using the adjective splendid as a noun to mean a certain kind of thing. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [the splendid heavenly bodies]

לֹֽא־יִהְיֶ֣ה א֔וֹר יְקָר֖וֹת יקפאו⁠ן

The implication is that the normal sources of light will fail on that day. This could mean: (1) that there will be no light and that instead there will be cold and frost, Alternate translation: [there will not be light; instead there will be cold and frost] or (2) that the bright heavenly bodies will no longer shine. You could include this information if that would be helpful to your readers. Alternate translation: [the sun, moon, and stars will stop shining]
