2:29 The letter of the law refers to the law of God written on tablets of stone (see 2 Cor 3:3), while the Spirit now writes his law on people’s hearts (Jer 31:33-34). Outward conformity is thus contrasted with obedience motivated by a change of heart.
In this section, Paul talked to the Jews about themselves. He continued to use the singular “you,” as in the previous section. This form of teaching is called a “diatribe.” (See Section 2:1–16.)
Using this diatribe, Paul rebuked the Jews because they had the law of Moses but they disobeyed it.
Paul showed them that an outward sign of religion is of no use to people if they did not do what is right. He told them that God praises those whose heart is right with God.

Similarly, true circumcision occurs in a person’s heart/liver/insides. The Holy Spirit causes it. Following rules does not cause it.
circumcision is a matter of the heart: Here Paul used the word circumcision and heart in a figurative sense. This clause means “the mark of a relationship with God is found in the inner being of a person.” If a person has turned to God, God makes his inner being new and that marks him as having a relationship with God.
In many languages, a literal translation would not have the correct meaning. If that is true in your language, you may want to:
