The vision recorded in this chapter occurred during the first year of the reign of Darius (538 B.C.). Thirteen years had therefore passed since Daniel received the vision described in chapter 8. Daniel was now more than eighty years old.
Daniel had read in the book of Jeremiah that God’s people would remain in exile and serve the king of Babylon for seventy years (Jeremiah 25:11). During that time the city of Jerusalem would remain in ruins. However, God had promised to bring his people back to the land of Judah after the seventy years were over (Jeremiah 29:10). Now Daniel realized that the seventy-year period was almost at an end. He prayed for his people and for Jerusalem. In response, God sent the angel Gabriel to reveal what would happen in the future.
In this paragraph Daniel affirmed that God was justified in punishing the people of Israel for their disobedience.
Just as it is written in the Law of Moses, all this disaster has come upon us,
Every disaster that is described in the Law of Moses has happened to us.

Just as it is written in the Law of Moses: The phrase the Law of Moses again refers to the Torah, the Old Testament Scriptures that we now know as the first five books of the Old Testament.
all this disaster has come upon us: The Hebrew word that the BSB translates as disaster means an event that is “bad” or “evil.” The people of Israel had experienced punishment in accordance with what was written in the Law of Moses. In some languages it may be natural to make it explicit that this disaster or evil was punishment. For example:
we have received punishment
we have been punished
If you use a word such as “evil", be sure that it does not imply that God did anything morally wrong.

yet we have not sought the favor of the LORD our God: The Hebrew verb that the BSB translates as sought the favor means “appease, pacify.” The idea is to try to make someone a friend or to stop them from being angry. Other ways to translate this include:
Still we have not tried to pacify the Lord our God (NET)
But even now, O Lord our God, we have not tried to please you (GNT)
by turning from our iniquities and giving attention to Your truth.
We(excl) have not turned from our sins or paid attention to your truth.
We have not given up our sinful ways or given ourselves to your truth.
by turning from our iniquities: The Hebrew expression that the BSB translates as by turning from our iniquities means “by ceasing to sin.” This is the first thing that the people of Israel had failed to do. They had not stopped doing those things that they knew made God angry.
and giving attention to Your truth: The Hebrew phrase that the BSB translates as and giving attention to Your truth describes a second thing that the people of Israel had not done. They had not tried to please God by turning from their sins. Nor had they tried to please God by giving/paying attention to God’s truth.

Your truth: The Hebrew word that the BSB translates as Your truth can also be translated as “your faithfulness.” God is dependable and reliable and always does what he says. The people of Israel had not chosen to remember that. Other ways to translate this include:

9:13 Every curse written against us in the Law of Moses is summarized in Lev 26 and Deut 27–28. When the people entered into the covenant they swore to be obedient, calling down curses on themselves if they failed (see Exod 24:7-8; Josh 8:34-35).
