Section 9:1–27: Daniel asked God to help Jerusalem and received a message from Gabriel concerning seventy weeks

The vision recorded in this chapter occurred during the first year of the reign of Darius (538 B.C.). Thirteen years had therefore passed since Daniel received the vision described in chapter 8. Daniel was now more than eighty years old.

Daniel had read in the book of Jeremiah that God’s people would remain in exile and serve the king of Babylon for seventy years (Jeremiah 25:11). During that time the city of Jerusalem would remain in ruins. However, God had promised to bring his people back to the land of Judah after the seventy years were over (Jeremiah 29:10). Now Daniel realized that the seventy-year period was almost at an end. He prayed for his people and for Jerusalem. In response, God sent the angel Gabriel to reveal what would happen in the future.

Paragraph 9:11–14

In this paragraph Daniel affirmed that God was justified in punishing the people of Israel for their disobedience.

9:11a

All Israel has transgressed Your law

All Israel has transgressed Your law: This is a general statement. Daniel confessed that the people of Israel in general had broken the laws that God had given them. He himself was one of the people of Israel, and in some languages it may be necessary to make this explicit:

We, the people of Israel, have all broken/disobeyed your law

transgressed: The Hebrew verb that the BSB translates as transgressed means to cross a boundary. In this context it refers to disobeying the Torah, the book of instructions and laws that God gave Moses for Israel. Use the expression that is natural in your language. For example:

All Israel has broken your law (NET)

Everyone in Israel has disobeyed your law!

9:11b

and turned away, refusing to obey Your voice;

and turned away: The Hebrew verb that the BSB translates literally as turned away means to turn from something in order to ignore it. See the Notes on 9:5c and how you translated it there. In some languages it may be natural to supply an object and indicate explicitly from what the people had turned away. The object is the same as in 9:11a, the law or instruction of God. The implied subject of the verb is the whole people of Israel, which included Daniel himself. For example:

We (excl) have turned away from your(sing) law/instruction

refusing to obey Your voice: The Hebrew phrase that the BSB translates as refusing to obey Your voice is more literally “not listening to your voice.” This is another way of describing the same action as “turned away.” Other ways to translate this include:

not listening to you

unwilling to listen to your voice (NJB)

In some languages it may be natural to translate this as a separate sentence. For example:

They have not paid any attention to what you say/command.

We have refused to listen to you.

9:11c

so the oath and the curse written in the Law of Moses the servant of God has been poured out on us,

so: The common Hebrew conjunction that the BSB translates as so here introduces a result clause. Here is another way to translate this:

Therefore (NIV)

the oath and the curse written in the Law of Moses the servant of God has been poured out on us: This is a passive clause. The implied actor is God himself. He had caused the people of Israel to suffer from the curses that Moses warned the people about in Deuteronomy 28. There are at least two ways to translate this clause:

the oath and the curse: This phrase is literally “the curse and the oath.” The BSB has reversed the order of these two words. Together, they form one idea that refers to the judgments that God warned about in Deuteronomy 28.

written in the Law of Moses the servant of God: The verb written is passive in form. Moses was the author of the law in the sense that he gave the people the law from God. He may or may not have written it personally, and this is not in focus here. Other ways to translate this include:

that the law of Moses the servant of God describes

about which the law of Moses the servant of God warns

in the book of the law of God’s servant Moses

the Law of Moses: The Hebrew word that the BSB translates as Law is “torah,” that is, instruction. In this context it refers to the written Law or Torah of the Hebrew Old Testament, and specifically the book of Deuteronomy. This law was of Moses in the sense that Moses gave it to the people from God. Other ways to translate this include:

the law that Moses gave us

the Teachings of Moses (NCV)

9:11d

because we have sinned against You.

because we have sinned against You: This is a reason clause. It indicates the reason why God had poured out on the people of Israel the curses written in the law.

General Comment on 9:11c-d

In some languages it may be natural to reverse the order of verse part 9:11d and put the reason before the result. For example:

We sinned against you, and so you brought on us the curses that are written in the Law of Moses, your servant. (GNT)

His prayer is comparable to prayers of Solomon (1 Kgs 8:14-61), Ezra (Ezra 9), and Nehemiah (Neh 9). God answered Daniel’s prayer very quickly (see study note on Dan 9:19; see also 9:20-27).
