אִם־לֹ֥א דָ֛ם שָׂנֵ֖אתָ

if not bloodshed hate

Yahweh is following the custom of the culture by swearing an oath to indicate the seriousness of what he is saying. According to the custom, people would guarantee the oath by something that they hold sacred, and the most sacred thing would be the life of Yahweh. To do the same, Yahweh is swearing by his own life in the first part of this verse. After stating what he will do, He then follows the custom to state the first part of a condition (“if”) but not the second part (“then”), which would be the penalty for not telling the truth. Normally the penalty would be understood to be something general such as “may Yahweh punish me severely,” yielding something like, “If you did not hate blood, may Yahweh punish me severely…” But since Yahweh is speaking, stating this would not make sense. It may be clearest to translate the oath as a positive statement. Alternate translation: [I swear that it is because you hated blood]

Here, blood stands for the life of the people that the Edomites killed. It may also refer to the fact that the Israelites and the Edomites were related, tracing their ancestry to the brothers Jacob and Esau, respectively. Alternate translation: [If you did not hate the life of others] or [If you did not hate killing your kinsmen]
