The meaning seems to be that certain sections of the Levite community that had previously lived in the territory that had belonged to the tribe of Judah went to live in the territory that had belonged to the tribe of Benjamin rather than returning to their former homeland. Alternate translation: “some of the Levites whose families had lived in the territory of Judah now went to live in the territory of Benjamin”

However, one reasonable inference in light of the overall themes of the book of Nehemiah is that they did this so that there would be people throughout the entire area where the Israelites were living who could explain the law to them. Alternate translation: “some of the Levites whose families had lived in the territory of Judah now went to live in the territory of Benjamin so that they could teach God’s law to the people living there”
