Encamped is a figurative way of saying that the people of Judah lived throughout this area. They were no longer living in tents, but in permanent houses. Alternate translation: “And so the people of Judah were living throughout the area from Beersheba to the valley of Hinnom”

This phrase indicates that the sentence it introduces explains the results of what the previous sentences have described. If the people from the tribe of Judah lived in all these towns, then they were spread out over the whole area that the next phrase indicates. Alternate translation: “and so”
