The pronoun they refers to foreigners in general, while the pronoun he refers to an individual foreigner. It may be helpful to clarify this for your readers. Alternate translation: [foreigners will hear & and an individual foreigner will come]

The expressions mighty hand and outstretched arm mean similar things. Both the hand and the arm represent the power that Yahweh has used to do great things. Solomon is using the two expressions together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. If you have already translated the book of Deuteronomy, see how you translated the similar expression in [Deuteronomy 4:34](../deu/04/34.md) and its several other occurrences in that book. Alternate translation: [and the very powerful things you have done]

The term outstretched is a passive verbal form. If your language would not use that form, if you choose to retain the image, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [and the arm that you have stretched out]

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
