The phrase the steps of Ahaz describes a structure that King Ahaz, the father of Hezekiah, built to track the passage of time. It showed the time of day by the position of the shadow that a pole cast on a series of steps below the pole. Such a structure is sometimes called a “shadow clock.” It is similar to what many cultures know as a sundial. If your readers would not be familiar with such a structure, you could use the name of a similar thing that your readers would recognize, or you could use a more general term.
