TSNTyndale Study Notes:

20:1-19 About that time: This general time reference indicates that the order of events is thematic rather than chronological. The episode concerning Merodach-baladan (20:12-19), whom Sennacherib had driven from Babylon before 701 BC, happened earlier than the events of chs 18–19 but after Hezekiah’s illness (20:12).

(Occurrence 0) the stairway of Ahaz

(Some words not found in UHB: and=he/it_called Yəshaˊyāh/(Isaiah) the,prophet to/towards YHWH and,brought DOM the,shadow in/on/at/with,steps which/who gone_down in/on/at/with,stairway ʼĀḩāzz back ten steps )

This was probably a special stairway built for King Ahaz in such a way that its steps marked the hours of daylight as the sun’s rays advanced along them. In this way, the staircase served to tell the time during the day. Alternate translation: “the steps that had been built for King Ahaz”
