OET (OET-LV) And the ones dwelling on the earth are_rejoicing over them, and are_being_gladdened, and gifts they_will_be_sending to_one_another, because these the prophets two tormented the ones dwelling on the earth.
OET (OET-RV) Those who are living on the earth will be happy about it and celebrate and send gifts to each another because those two prophets had tormented them,
In this section, John saw a new part of this vision. He saw the temple in Jerusalem. Ungodly people controlled the outermost courtyard of the temple.
Then he saw two men who testified about God and Jesus. They were killed, but God caused them to live again and took them to heaven. At that time God caused an earthquake in which seven thousand people died. The rest of the people in Jerusalem then honored God.
Other examples of headings for this section are:
God’s two witnesses
Two men told/testified about God and Jesus in Jerusalem
The events in this verse occur during the three and a half days (11:11a). Some languages are able to indicate that in the grammar of the sentence. For example:
The inhabitants of the earth will be gloating over them…
Or you may want to indicate when these events occur with a time phrase at the beginning of 11:10. For example:
During that time the inhabitants of the earth…
During those days the inhabitants of the earth…
And those who dwell on the earth will gloat over them,
Those who live on the earth will rejoice over them
The people living at that time will be happy about the death of the two witnesses.
And those who dwell on the earth: This phrase refers to the people who live on the earth. Other ways to translate this phrase are:
The inhabitants of the earth (NIV)
the people of the world (NJB)
will gloat over them: The Greek word that the BSB translates as gloat means “rejoice” (as in the RSV). The people will be happy that the two witnesses are dead.
and will celebrate and send one another gifts,
and will celebrate and send gifts to each other,
They will celebrate their deaths and send presents to one another,
will celebrate and send one another gifts: The Greek words are literally “celebrate and will send gifts to each other.” The people will rejoice in various ways and also give gifts to each other. Other ways to translate the Greek words are:
make merry and exchange presents (ESV)
They will celebrate and send presents to each other (GNT)
because these two prophets had tormented them.
because these two prophets had caused those who live on the earth to suffer much.
these two prophets: This phrase refers to the two witnesses. They were prophets as well as witnesses to Jesus.
prophets: A prophet is a person to whom God gives a message. The message (often called a “prophecy”) may include a vision, as in Ezekiel 1 and Daniel 8. The message, called a prophecy, may reveal something about past events, current events, or future events.. The prophet tells God’s message to the people or writes it down for their use. See how you translated this word in 10:7.
tormented: This word means “cause someone to suffer.” Other ways to translate this word are:
brought much suffering (NCV)
caused pain

καὶ οἱ κατοικοῦντες ἐπὶ τῆς γῆς χαίρουσιν ἐπ’ αὐτοῖς, καὶ εὐφραίνονται, καὶ δῶρα πέμψουσιν ἀλλήλοις, ὅτι οὗτοι οἱ δύο προφῆται ἐβασάνισαν τοὺς κατοικοῦντας ἐπὶ τῆς γῆς.
(Some words not found in SR-GNT: Καί οἱ κατοικοῦντες ἐπί τῆς γῆς χαίρουσιν ἐπʼ αὐτοῖς καί εὐφραίνονται καί δῶρα πέμψουσιν ἀλλήλοις ὅτι οὗτοι οἱ δύο προφῆται ἐβασάνισαν τούς κατοικοῦντας ἐπί τῆς γῆς)
If it would be more natural in your language, you could reverse the order of these phrases, since the second phrase gives the reason for the result that the first phrase describes. Alternate translation: [Because these two prophets tormented the ones living on the earth, the ones living on the earth rejoice over them and celebrate and send gifts to one another]

The implication is that people rejoice over these witnesses because they are dead. You can provide this information in your translation if that would be helpful to your readers. Alternate translation: [rejoice that they are dead, and they celebrate]

The people will send gifts to one another as a symbolic action to show how happy they are that the witnesses are dead. If this would not be clear to your readers, you could explain the significance of this action. Alternate translation: [send gifts to one another to show how happy they are that the witnesses are dead]
OET (OET-LV) And the ones dwelling on the earth are_rejoicing over them, and are_being_gladdened, and gifts they_will_be_sending to_one_another, because these the prophets two tormented the ones dwelling on the earth.
OET (OET-RV) Those who are living on the earth will be happy about it and celebrate and send gifts to each another because those two prophets had tormented them,
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
