ULT The sons of Israel said, “Who is it that did not go up with the assembly out of all the tribes of Israel to Yahweh?” For the great oath was against whoever did not go up to Yahweh at Mizpah, saying, “Surely he must be put to death.”

The author is speaking of an oath as if it were a living thing that could have spoken the words he quotes. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: “For the people had sworn a great oath against whoever did not go up to Yahweh at Mizpah. They had said”

The oath repeats the verb die in order to intensify the expression of that idea. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification. Alternate translation: “He shall certainly be caused to die”
