The author is speaking as if a voice were something that could be physically lifted. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: [spoke loudly]

וַ⁠יִּשְׂא֣וּ קוֹלָ֔⁠ם וַ⁠יִּבְכּ֖וּ

and,lifted_up voices_of,their and,they_wept

This phrase expresses a single idea by using two words connected with “and.” The phrase lifted their voice tells in what way they wept. Alternate translation: [wept loudly]
