OET (OET-LV) and_they_said the_people of_Yisrāʼēl/(Israel) who [is_the_one]_who not he_went_up in/on/at/with_assembly from_all the_tribes of_Yisrāʼēl/(Israel) to YHWH if/because the_oath the_solemn it_was concerning_whoever not he_went_up to YHWH the_Miʦpāh to_say surely_(die) he_will_be_put_to_death.
OET (OET-RV) Then the Israelis asked, “Among all the Israeli tribes serving Yahweh, was there any group who didn’t join the battle?” (They asked that because they had previously decided that anyone who didn’t go to Mitspah to fight for Yahweh would be put to death.)
Note 1 topic: figures-of-speech / personification
כִּי֩ הַשְּׁבוּעָ֨ה הַגְּדוֹלָ֜ה הָיְתָ֗ה לַ֠אֲשֶׁר לֹא־עָלָ֨ה אֶל־יְהוָ֧ה הַמִּצְפָּ֛ה לֵאמֹ֖ר
that/for/because/then/when the,oath the,solemn she/it_was concerning,whoever not come_up to/towards YHWH the,Mizpah to=say
The author is speaking of an oath as if it were a living thing that could have spoken the words he quotes. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [For the people had sworn a great oath against whoever did not go up to Yahweh at Mizpah. They had said]
Note 2 topic: figures-of-speech / reduplication
מ֥וֹת יוּמָֽת
to_die he_must_die
The oath repeats forms of the verb die in order to intensify the expression of that idea. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification. Alternate translation: [He shall certainly be caused to die]
Note 3 topic: figures-of-speech / activepassive
מ֥וֹת יוּמָֽת
to_die he_must_die
If your language does not use this passive form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [We shall certainly put him to death]

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
Acknowledgements: The Hebrew text, lemmas, and morphology are all thanks to the OSHB and some of the glosses are from Macula Hebrew.
