Solomon is using the question form to make a strong statement. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [But God will not truly dwell on the earth!]

Even though Solomon is addressing God directly, he is speaking of him in the third person to show respect. If it would be helpful in your language, you could translate this in a respectful form in the second person. Alternate translation: [you, God]

In this context, the term heavens refers to the sky, while the phrase the heavens of the heavens describes the spiritual realm beyond the sky that is God’s abode.
