The author is using the term eyes by association to mean sight. Sight, in turn, represents attention, perspective, and judgment. The word Baals is the plural of the name Baal. While Baal was generally the name of one particular false god, the word was also used for various other gods that were often worshiped along with Baal. If using the plural name in your translation would not be clear for your readers, you could state the meaning plainly. Alternate translation: [many false gods]
