BrTr And if he should be poor, and cannot afford so much, he shall take one lamb for his transgression for a separate-offering, so as to make propitiation for him, and a tenth deal of fine flour mingled with oil for a sacrifice, and one cup of oil,
ULT But if he is poor and his hand is not reaching, then he shall take one lamb as a guilt offering to wave, to make atonement for him, and one-tenth of flour mixed with oil as a grain offering and a measure of oil
UST However, if the person whom the priest is cleansing is poor and cannot afford the two lambs, then he should acquire one lamb for the priest to offer as a restoring sacrifice by waving his hands over the lamb in Yahweh's presence. The individual should offer this lamb so that Yahweh might accept him and remove the impurity of his infection from him. In addition to the lamb, the individual should also acquire about two liters of wheat flour that he has mixed with olive oil and can offer as a grain offering. He should also acquire an additional sixth of a liter of olive oil.
BSB § If, however, the person is poor and cannot afford these offerings, he is to take one male lamb as a guilt offering to be waved to make atonement for him, along with a tenth of an ephah of fine flour [fn] mixed with olive oil for a grain offering, a log of olive oil,
14:21 A tenth of an ephah is approximately 2 dry quarts or 2.2 liters (probably about 2.6 pounds or 1.2 kilograms of flour).

Note 1 topic: figures-of-speech / idiom
וְאֵ֣ין יָדוֹ֮ מַשֶּׂגֶת֒
and,cannot his/its=hand affording
The expression his hand is not reaching is an idiom that refers to being unable to afford to provide or purchase the three lambs required for the ritual cleansing. If your language has a similar idiomatic expression, consider using it here. Otherwise, if it would be helpful in your language, consider stating the meaning plainly. See how you translated the similar expression in 5:11. Alternate translation: “and he cannot afford to offer the three lambs”
Note 2 topic: grammar-connect-logic-goal
לִתְנוּפָ֖ה לְכַפֵּ֣ר עָלָ֑יו
as,wave_offering to,make_atonement on/upon/above=him/it
Here, to marks waving and making atonement as the goal or purpose of bringing the lamb, flour, and birds to the priest. Use a connector in your language that makes it clear that this is the purpose.
Note 3 topic: translate-fraction
וְעִשָּׂר֨וֹן סֹ֜לֶת אֶחָ֨ד
and,tenth fine_flour one(ms)
The word "tenth" means one part out of ten equal parts, so one tenth would equal one part out of ten parts. Alternate tranlation: about two quarts of fine flour
Note 4 topic: translate-bvolume
וְעִשָּׂר֨וֹן סֹ֜לֶת אֶחָ֨ד
and,tenth fine_flour one(ms)
Although it is not explicit, it is likely that one tenth refers to a tenth of an ephah of flour. See how you translated this measurement in 14:10.
