To “anoint” is a symbolic act to show that they recognized that God had chosen David as king.
Note 2 topic: figures-of-speech / activepassive
(Occurrence 0) the word of Yahweh that had been declared by Samuel

If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language. Alternate translation: “the word of Yahweh that Samuel had declared”
11:1-3 David first became king of Judah at Hebron and ruled there 7½ years (3:4; 2 Sam 5:5). The Chronicler omits the account of that period (see 2 Sam 2–4) and focuses on David’s reign over the entire nation for 33½ years, beginning with his covenant . . . with all the elders of Israel at Hebron (see 2 Sam 5:1-5).

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
