He will speak out against the Most High: The Aramaic phrase that the BSB translates as speak out against is more literally “he will speak words against the Most High.” It indicates that the ruler will say bad things, lies, about God. Here are some other ways to translate this:
This king will speak evil of God Most High (CEV)
This king will blaspheme the Most High God.

the Most High: This is a title of the one true God. It indicates that he is supreme over anything and anyone else. In your translation, avoid implying that there also exist lesser gods. See how you translated it in 3:26b, 4:2b, and 5:18a. In some languages it may be natural to make it explicit that it is a title of God. For example:

the Supreme God (GNT)
and oppress the saints of the Most High,
and will persecute his holy people.

and oppress the saints of the Most High: The Aramaic word that the BSB translates as oppress means to “wear out.” Here it can mean to wear down, harass, or persecute. See also Revelation 13:7. Other ways to translate this include:

and he will hurt and kill God’s holy people (NCV)

intending to change the appointed times and laws: The Aramaic text says “he will think to change appointed times and law.” This probably indicates that the king will want to change the established feasts/festivals and the religious laws. He will make an attempt to do this. The text does not indicate if he will succeed, and it is best not to make this explicit. Here are some other ways to translate this:

He will try to change their sacred festivals and laws (NLT)
the appointed times and laws: The Aramaic word that the BSB translates as the appointed times refers to the Jewish feasts and festivals. These took place according to the Jewish calendar and were established in accordance with Jewish law. In some languages it may be more natural to reverse the order of the two phrases and say:
their religious laws and festivals (GNT)
God’s Law and the sacred seasons (CEV)
and the saints will be given into his hand for a time, and times, and half a time.
The holy people will be under his power for a time, two times, and half of a time.
For three and a half periods of time, he will have power over the people who belong to God.
and the saints will be given into his hand for a time, and times, and half a time: This verse part indicates both that God would allow the evil king to get power over the holy people, and that the king would use this power for a certain set time. In some languages it may be necessary to translate this using two verbs. For example:

and the saints will be given into his hand: The Aramaic text that the BSB translates as the saints will be given into his hand is literally “they will be given into his hand.” This is an idiom that here indicates that this evil king will be given power over God’s holy people. God will allow him to oppress and persecute them. See how you translated this idiom in 1:2a and in other books such as Mark 9:31, Deuteronomy 3:2 and Joshua 8:1. Here are some ways to translate it in this context:
Using a passive verb. For example:
and they shall be given into his power (NRSV)
The holy people will be handed over to him (GW)
Using an active verb. For example:
The holy people that belong to God will be in that king’s power (NCV)
God’s people will be/suffer under the control of that king
He will have/exercise power over the holy people
for a time, and times, and half a time: The phrase for a time, and times, and half a time indicates that the king would hold power over God’s people for a certain and limited period of time. Some scholars believe that it means three and a half years (see the GNT and CEV footnote). See also 4:16c and Revelation 12:14c. Translate it here as you did there.

Here, each time refers to a year. This means “three and half years.” This is not the normal way the Israelites counted. Try to translate it in a way that preserves this way of counting. Alternate translation: “one year plus two years plus six months”
