This means that the newest king will openly disagree with and say bad things about the Most High.

The words He and his refer to the newest king, not the Most High.

לְ⁠הַשְׁנָיָה֙ זִמְנִ֣ין וְ⁠דָ֔ת

to,change times and,law

Both terms refer to the law of Moses. The times refers to the festivals that were an important part of the religion of Israel in the Old Testament.

If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language. Alternate translation: “The newest king will control the religious festivals and laws”

עִדָּ֥ן וְ⁠עִדָּנִ֖ין וּ⁠פְלַ֥ג עִדָּֽן

Here, each time refers to a year. This means “three and half years.” This is not the normal way the Israelites counted. Try to translate it in a way that preserves this way of counting. Alternate translation: “one year plus two years plus six months”
