Section 7:1–28 Daniel dreamed about four beasts

Daniel had a vision of four beasts on earth and of God on his throne in heaven. One of the heavenly beings explained to Daniel that the four beasts represented four earthly kingdoms.

Paragraph 7:26–27

This final evil ruler will lose his power. God’s people will begin to rule in God’s kingdom.

7:27a

Then the sovereignty, dominion, and greatness of the kingdoms under all of heaven will be given to the people, the saints of the Most High.

Then: The Aramaic conjunction that the BSB translates as Then here means “at that time.” It does not refer to some indefinite later time.

the sovereignty, dominion, and greatness of the kingdoms under all of heaven will be given to the people, the saints of the Most High: God’s people will receive all the power and kingly majesty that the evil horn had possessed. The phrase will be given is passive. There are at least two ways to translate this clause:

the sovereignty, dominion, and greatness: The Aramaic word that the BSB translates as the sovereignty is literally “the kingdom.” The three nouns sovereignty, dominion, and greatness together indicate that God’s people will have the right, authority, and ability to rule. In some languages it may be natural to translate this idea without abstract nouns. For example:

they will be the rulers…the strongest…the greatest

they will rule powerfully and gloriously

all will submit to them, obey them, and honor them

the kingdoms under all of heaven: The Aramaic phrase that the BSB literally translates as the kingdoms under all of heaven refers to all nations on earth, whether they are ruled by a king, emperor, or president.

the people, the saints of the Most High: The Aramaic phrase that the BSB translates as the people, the saints of the Most High is more literally “the people of the holy ones of the Most High.” This expression refers to God’s people, those who belong to him. See how you translated the similar phrase (“the holy ones of the Most High”) in 7:18a, 7:22a-b.

7:27b

His kingdom will be an everlasting kingdom,

His kingdom will be an everlasting kingdom: There is a problem of interpretation here. The Hebrew singular pronoun that the BSB translates as His can refer either to the Most High God or to the people as a collective entity. The two possibilities are:

  1. it refers to God the Most High. For example:

    His kingdom is an eternal kingdom (NET) (BSB, NIV, NASB, NET, NLT, CEV)

  2. it refers to the people of God. For example:

    and their power to rule will last forever (NCV) (RSV/NRSV, NCV, ESV, REB, GW, GNT)

The KJV and NJB are ambiguous. It is recommended that you follow interpretation (1). The most natural referent of the pronoun translated as His is to the Most High at the end of 7:27a. Other ways to translate this include:

His kingdom will last forever (NLT)

His kingdom will be eternal (CEV)

He will reign as king for all time

7:27c

and all rulers will serve and obey Him.’

and all rulers will serve and obey Him: Again there is a difference in interpretation. The Hebrew pronoun that the BSB translates as Him is singular but it can be understood in one of two ways:

  1. as referring to God. For example:

    all rulers will serve and obey him (NLT) (BSB, KJV, NIV, NASB, NET, NLT, CEV)

  2. as referring to God’s people, collectively. For example:

    People from all the other kingdoms will respect and serve them (NCV) (RSV/NRSV, NCV, ESV, REB, GNT, GW)

The NJB is again ambiguous. It is recommended that you follow interpretation (1). The Aramaic verb that the BSB translates as serve is normally used of rendering service to a deity, rather than to rulers (see 3:12d, 3:18c, 6:16d, 3:20b.

all rulers: The Aramaic word that the BSB translates as rulers can also be translated as “realms, empires.” In the singular it normally means “dominion, sovereignty.” Here it probably refers to those who have power within every realm or nation.
