If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation within a quotation. Alternate translation: [Because Moab and Seir said that the house of Judah is just like all of the nations,]

Here, Moab and Seir represent the peoples who lived in those places. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [the saying of the peoples living in Moab and Seir]
