Samson is repeating the verb declare in order to intensify the idea that it expresses. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the emphasis. Alternate translation: “If in fact you are able to declare it”

14:12 Riddles were common tests of skill or a form of entertainment that usually employed double meanings. Despite some evidence for bees building hives in the bodies of dead animals, there was no apparent way to crack the mystery apart from knowing what Samson knew.
