The author is introducing Jeroboam as a new participant in the story. Your language may have its own way of introducing new participants that you can use in your translation. Alternate translation: [Now Solomon had an official, a certain man named Jeroboam, whose father Nebat, an Ephrathite from Zeredah, had died, leaving his mother Zeruah a widow]

The author is using raised a hand against as a common expression of his culture to mean “rebelled against.” If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly, here and in the next verse.
