This includes what the officials are supposed to say to King Josiah, continuing from the previous verse (level 2). This includes a quotation from Yahweh, which begins in this verse (level 3). Use the appropriate punctuation in your language to mark these levels of quotation. Alternatively, you could translate this so that there are not second-level or third-level quotations.

Yahweh is stating the pronoun I separately, even though the verb translated as I have … heard already includes this meaning. He is doing that to emphasize his personal awareness of what Josiah has done and said. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation.
