OET (OET-LV) and_ YHWH _he/it_said to Mosheh surely_(die) he_will_be_put_to_death the_man it_will_stone DOM_him/it with_stones all_of the_congregation from_the_outside of_camp.
OET (OET-RV) and Yahweh told Mosheh, “That man must definitely be put to death—the community must do it outside the camp by throwing rocks at him.”
Note 1 topic: figures-of-speech / reduplication
מ֥וֹת יוּמַ֖ת הָאִ֑ישׁ
to_die he_must_die the=man
Yahweh is repeating forms of the verb dying in order to intensify his expression of the idea that it conveys. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification. Alternate translation: [The man shall surely be put to death]
Note 2 topic: figures-of-speech / activepassive
מ֥וֹת יוּמַ֖ת הָאִ֑ישׁ
to_die he_must_die the=man
The expression shall be put to death is a passive verbal form. If your language would not use that form, you could express the idea in active form or in another way that is natural in your language. If you need to say who does the action, the context indicates that it is the Israelites. Alternate translation: [The Israelites shall put the man, dying, to death]
Note 3 topic: figures-of-speech / abstractnouns
יוּמַ֖ת הָאִ֑ישׁ
he_must_die the=man
If your language does not use an abstract noun for the idea of death, you could express the same idea in another way. Alternate translation: [the man shall be killed]
Note 4 topic: figures-of-speech / explicitinfo
רָג֨וֹם אֹת֤וֹ בָֽאֲבָנִים֙
stone DOM=him/it with,stones
It might seem that the expression stoning him with the stones contains extra information that would not be natural to express in your language. If so, you could shorten it. Alternate translation: [stoning him]
Note 5 topic: figures-of-speech / genericnoun
בָֽאֲבָנִים֙
with,stones
Here, stones means stones in general, not specific stones. If it would be helpful to your readers, you could use an expression that would be more natural in your language. Alternate translation: [with stones]
Note 6 topic: figures-of-speech / idiom
מִח֖וּץ לַֽמַּחֲנֶֽה
from_[the],outside of,camp
Yahweh is using from outside to the camp as a common expression of this culture to mean “in the area outside the camp.” If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. See how you translated the similar phrase in [12:14](../12/14.md). Alternate translation: [in the area outside the camp]

OET (OET-RV) and Yahweh told Mosheh, “That man must definitely be put to death—the community must do it outside the camp by throwing rocks at him.”
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
