The expression Blessed be is a passive verbal form. The psalmist is expressing his desire to praise Yahweh. If it would be unnatural to use that form for this purpose, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [We bless Yahweh] or [Let us praise Yahweh]
