Verses 1 and 4 of this psalm refer to Yahweh as “he” and verses 2,3, and 5 refer to him as “you.” If it would be helpful in your language, you could use “you” throughout the psalm, as in the UST.

The terms wears and girds himself with mean similar things. The psalmist is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [Yahweh wraps strength all around himself]
