BrTr And if he cannot afford a pair of turtle-doves, or two young pigeons, then shall he bring as his gift for his sin, the tenth part of an ephah of fine flour for a sin-offering; he shall not pour oil upon it, nor shall he put frankincense upon it, because it is a sin-offering.

ULT But if his hand does not reach two turtledoves or two sons of a pigeon, then he shall bring his offering that he sinned, a tenth of an ephah of flour for a sin offering. He shall not place oil on it and he shall not give incense on it, for it is a sin offering.

As in 5:7, the expression his offering that he sinned is an abbreviated form of the similar phrase found in 5:6 and leaves out some words that in many languages a sentence would need in order to be complete.
