USTBut if the individual cannot afford a sheep or a goat, then he should bring two doves or two pigeons to Yahweh as the required penalty for his guilt that he acquired through the wrongdoing that he committed. The priest will offer one of the birds as a purifying sacrifice and the other bird as a wholly burned sacrifice.

5.7 Sin autem non potuerit, etc. ID. Hoc adjiciamus, ut si quid horum princeps peccaverit, hircum offerat de capris, condignam scilicet pœnitentiam sibi, qui nec peccare debuit, nec communicare aliis, nec subditos ad peccandum provocare. Quod ergo evenire non debuit, indiscussum reliquit. Sin autem, etc. ID. Qui non potest affligere se continue, etc., usque ad quia seipsum plenissime Deo sacrificat.

5:7 The sin offerings included both a portion as a burnt offering and a portion that was first offered, then given to the priests (cp. 4:22-35; 6:24-30). Because of their small size, two birds were required—one for each type of offering.
