If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation. Alternate translation: [Yahweh says that with these you will gore Aram until their finishing]
Note 2 topic: translate-names
יְהוָ֔ה
YHWH
Now that Ahab’s prophets know that Jehoshaphat wants to hear a message from Yahweh, they are using his name rather than a title. Here and in the next verse, show that the prophets are using the name of Yahweh by representing it in the way that you have decided to do that regularly in your translation.
Note 3 topic: figures-of-speech / metaphor
בְּאֵ֛לֶּה תְּנַגַּ֥ח אֶת־אֲרָ֖ם עַד־כַּלֹּתָֽם

Zedekiah is speaking as if Ahab’s army were actually an ox with iron horns that could gore its enemies. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [You will defeat Aram completely, as if you had been an ox goring them with horns like these]
OET (OET-LV) And_he/it_made to_him/it Tsidqiyyāh/(Zedekiah) the_son_of Kənaˊₐnāh/(Chenaanah) horns_of iron and_he/it_said thus YHWH he_says with_these you_will_gore DOM ʼArām until destroy_them.
OET (OET-RV) Kenaanah’s son Tsidkiyyah made some horns for himself out of iron and said, “Yahweh says that you’ll gore Aram with these until they’re destroyed.”
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
