Ahab is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Since Ramoth Gilead rightfully belongs to us, we should not be silent from taking it from the hand of the king of Aram!]

Ahab is speaking as if the Israelites were actually being silent. He means that they are doing nothing. If it would be helpful in your language, you could state the meaning plainly.
