There are three levels of quotation here. The author is quoting what Ahab told his officials (level 1), continuing from the previous verse. Ahab tells his officials what to say to Amon and Joash (level 2). That includes a direct quotation from Ahab himself (level 3). If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation. Alternate translation: [And you shall tell them that I say that they are to put this one in the house of imprisonment and feed him bread of affliction and water of affliction until my coming in peace]

The implied “you” in the imperatives Put and feed is plural because the messengers would be addressing Amon and Joash, so use the plural form in your translation if your language marks that distinction.

The king is using bread of affliction and water of affliction as a common expression of his culture to mean the scanty food and drink that people would have during a time of affliction, such as during a siege. If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [scanty food and drink]
