The author is using the term builders to refer to all of the men whose labor contributed to the building of the temple. He does not mean that they were all involved in constructing the temple itself. As the context shows, most of them were involved in collecting and transporting the materials. You may wish to use a more general term in your translation. Alternate translation: [Solomon’s workers and Hiram’s workers]

The workers from the city of Gebal were experts in squaring stones for buildings. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [and the men he brought in from the city of Gebal, who were experts in squaring stones]
