OET (OET-LV) And_he_answered the_officer who to/for_the_king who_was_leaning on his/its_hand DOM the_man_of the_ʼElohīm and_he_said HERE YHWH is_making windows in_heavens will_it_happen the_thing the_this and_he/it_said here_you are_about_to_see with_your_two’s_own_of_eyes and_from_there not you_will_eat.
OET (OET-RV) “That’s impossible,” interjected the captain at the king’s side. “Yahweh would have to make windows in the sky.”
¶ “Oh, it’ll happen,” the man of God answered, “and you’ll see it with your own eyes, but you won’t get to eat any of it.”

אֲשֶׁר־לַמֶּלֶךְ֩ נִשְׁעָ֨ן עַל־יָד֜וֹ
(Some words not found in UHB: and,he_answered the,officer which/who to/for=the_king leaned on/upon/above/on_account_of//he/it_went_in his/its=hand DOM (a)_man the=ʼElohīm and,he_said see/lo/see! YHWH producing windows in,heavens will,it_happen? the,thing the=this and=he/it_said here,you see with,your_two's_own_of,eyes and=from=there not eat )
The author is using one thing that this captain did for the king, supporting him with his hand, to mean everything that he did as the king’s personal attendant. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [who was the king’s personal attendant]
Note 2 topic: figures-of-speech / rquestion
הִנֵּ֣ה יְהוָ֗ה עֹשֶׂ֤ה אֲרֻבּוֹת֙ בַּשָּׁמַ֔יִם הֲיִהְיֶ֖ה הַדָּבָ֣ר הַזֶּ֑ה
(Some words not found in UHB: and,he_answered the,officer which/who to/for=the_king leaned on/upon/above/on_account_of//he/it_went_in his/its=hand DOM (a)_man the=ʼElohīm and,he_said see/lo/see! YHWH producing windows in,heavens will,it_happen? the,thing the=this and=he/it_said here,you see with,your_two's_own_of,eyes and=from=there not eat )
The captain is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Even if Yahweh were to make windows in the heavens, this thing could not be!]

The captain is using a common expression of his culture, saying Behold, naming a person, and then using a participle to describe an action, to indicates that a person is about to do that action. The captain may be speaking either conditionally or sarcastically. Alternate translation: [Even if Yahweh is about to make windows in the heavens, this thing could not be!] or [I suppose Yahweh is about to make windows in the heavens. Even so, this thing could not be!]
Note 4 topic: figures-of-speech / idiom
הִנְּכָ֤ה רֹאֶה֙ בְּעֵינֶ֔יךָ
(Some words not found in UHB: and,he_answered the,officer which/who to/for=the_king leaned on/upon/above/on_account_of//he/it_went_in his/its=hand DOM (a)_man the=ʼElohīm and,he_said see/lo/see! YHWH producing windows in,heavens will,it_happen? the,thing the=this and=he/it_said here,you see with,your_two's_own_of,eyes and=from=there not eat )
Elisha is responding to the captain by using the same common expression. Alternate translation: [You are about to see this with your eyes]
Note 5 topic: figures-of-speech / explicitinfo
הִנְּכָ֤ה רֹאֶה֙ בְּעֵינֶ֔יךָ
(Some words not found in UHB: and,he_answered the,officer which/who to/for=the_king leaned on/upon/above/on_account_of//he/it_went_in his/its=hand DOM (a)_man the=ʼElohīm and,he_said see/lo/see! YHWH producing windows in,heavens will,it_happen? the,thing the=this and=he/it_said here,you see with,your_two's_own_of,eyes and=from=there not eat )
It might seem that the expression seeing with your eyes contains extra information that would not be natural to express in your language. If so, you could say this in a way that would be natural. Alternate translation: [You are about to witness this personally]
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
