OET (OET-RV) “Tell the Israelis that they must make tassels on the corners of their outer robes. Each tassel must have a blue cord, and they must do this for all future generations.
Note 1 topic: figures-of-speech / quotesinquotes
וְאָמַרְתָּ֣ אֲלֵהֶ֔ם וְעָשׂ֨וּ לָהֶ֥ם
and,you_will_say to,them and,they_will_make to/for=them
In [15:38–41](../15/38.md), Yahweh tells Moses to speak for him to the Israelites. To do so, he uses a quote inside another quote. If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation. See the book introduction for more information, and see the UST for an example.
Note 2 topic: writing-quotations
וְאָמַרְתָּ֣ אֲלֵהֶ֔ם
and,you_will_say to,them
The term and say to them introduces a direct quotation. In your translation, use a natural way of introducing direct quotations in your language. It may not be necessary to represent this term explicitly.
Note 3 topic: figures-of-speech / 123person
וְעָשׂ֨וּ לָהֶ֥ם צִיצִ֛ת עַל־כַּנְפֵ֥י בִגְדֵיהֶ֖ם לְדֹרֹתָ֑ם וְנָֽתְנ֛וּ
and,they_will_make to/for=them tassels on/upon/above/on_account_of//he/it_went_in corners_of their_clothes_of,their to,generations_of,their and,they_will_put
Yahweh switches from the third person (they) to second person (“you”) in [verse 39](../15/39.md). This shows that Moses was supposed to tell the Israelites what they should do, and then tell them directly what the purpose was. If it would be helpful in your language, you could translate all of these statements in the second person. Alternate translation: [And you shall make for yourselves a tassel on the hems of your clothes for your generations, and you shall put]
Note 4 topic: translate-unknown
צִיצִ֛ת & עַל־צִיצִ֥ת
tassels & on/upon/above/on_account_of//he/it_went_in tassel_of
A tassel is a kind of decorative tuft of threads or cords that hangs down. If your readers would not be familiar with what a tassel is, you could use the name of a similar thing that your readers would recognize, or you could use a more general term. Alternate translation: [a tuft of threads … on the tuft of threads]
Note 5 topic: figures-of-speech / explicit
עַל־כַּנְפֵ֥י בִגְדֵיהֶ֖ם
on/upon/above/on_account_of//he/it_went_in corners_of their_clothes_of,their
The author assumes that readers will know that a typical garment in ancient Israel was a rectangular cloth with four corners at the hems or edges. You could say that explicitly if that would be helpful to your readers. Alternate translation: [at each of the four places where the edges of your clothes meet]
Note 6 topic: figures-of-speech / explicit
וְנָֽתְנ֛וּ עַל־צִיצִ֥ת הַכָּנָ֖ף פְּתִ֥יל תְּכֵֽלֶת
and,they_will_put on/upon/above/on_account_of//he/it_went_in tassel_of of,the_corner cord_of blue
The implication is that the blue cord needs to be attached to the tassel. You could include this information if that would be helpful to your readers. Alternate translation: [and they shall add to each tassel of the hem a cord of blue]
Note 7 topic: figures-of-speech / possession
עַל־צִיצִ֥ת הַכָּנָ֖ף
on/upon/above/on_account_of//he/it_went_in on/upon/above/on_account_of//he/it_went_in tassel_of of,the_corner
The author is using the possessive form to describe a tassel that is attached to the hem. If a speaker of your language would not use the possessive form for this, you could express this idea in another way. Alternate translation: [on the tassel at each of the hems]

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
