To lay hands on the bulls was a symbolic action by which the Levites could have shown: (1) that the bulls were substitutes for the Levites. Alternate translation: [And the Levites shall lay their hands on the head of the bulls to designate the bulls as their substitutes] (2) that the bulls were being dedicated to God. Alternate translation: [And the Levites shall lay their hands on the head of the bulls to dedicate them to God]

This is a command addressed to Moses. Yahweh could be indicating that: (1) Moses should have the priest make the offerings. Alternate translation: [and have a priest make] (2) Moses should make the offerings himself. Alternate translation: [and you must make]
