הַֽ⁠מַּשְׁפִּילִ֥י לִ⁠רְא֑וֹת בַּ⁠שָּׁמַ֥יִם וּ⁠בָ⁠אָֽרֶץ

This is the second part of the question form that began in verse 5. If a speaker of your language would not use the question form for the purpose of creating emphasis as this does, you could translate these two verses as a statement or as an exclamation. Alternate translation: [the one making low to look on the sky and on the earth.]

The psalmist is using the one making low to look as a common expression of the culture to mean “the one who humbles himself to look” or “the one who condescends to look.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [the one who lowers himself to look down on the sky and on the earth]
