עָלָ֣ה אֱ֭לֹהִים בִּ⁠תְרוּעָ֑ה יְ֝הֹוָ֗ה בְּ⁠ק֣וֹל שׁוֹפָֽר

These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Alternate translation: [Yahweh our God has gone up with a shout and the sound of a shofar]

The psalmist is using the expression gone up to mean that God has ascended onto his throne as king. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [God has ascended his throne with a shout, Yahweh with the sound of a shofar] or [Yahweh our God has ascended his throne with a shout and the sound of a shofar]

The psalmist is using God going up onto his throne to represent him assuming the role of king. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [God has become king with a shout, Yahweh with the sound of a shofar] or [Yahweh our God has become king with a shout and the sound of a shofar]

As passages such as [2 Samuel 15:10](../2sa/15/10.md) and [2 Kings 9:13](../2ki/09/13.md) illustrate, shouting that a person was the king and blowing a shofar were symbolic actions by which people acclaimed that person as their new king. If it would be helpful to your readers, you could explain the significance of these actions in the text of your translation or in a footnote. The UST models one way to do that.
