יַדְבֵּ֣ר עַמִּ֣ים תַּחְתֵּ֑י⁠נוּ וּ֝⁠לְאֻמִּ֗ים תַּ֣חַת רַגְלֵֽי⁠נוּ

(Some words not found in UHB: that/for/because/then/when YHWH most_high awesome king big/great on/upon/above/on_account_of//he/it_went_in all/each/any/every the=earth/land )

These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. It may be clearer in your language to connect the phrases with a word other than and in order to show that the second phrase is repeating the first one, not saying something additional. Another approach would be to combine the phrases and express the emphasis in another way. See how you as a team have decided to translate the parallel phrases in the Psalms, and do that here and throughout this psalm. Alternate translation: [He has subdued peoples under us, yes, he has subdued nations under our feet] or [He has subdued many nations under our feet]

The psalmist is speaking as if Yahweh actually put peoples and nations under the feet of the Israelites. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [He has enabled us to defeat peoples, yes, he has enabled us to defeat nations] or [He has enabled us to defeat many nations]
