This is the beginning of what God said. If it would be helpful to your readers, you could mark that this is a direct quote of God. Alternate translation: [God said, “When I take the appointed time, I will judge with equity]

God is stating the pronoun I twice, even though the verb already includes this meaning. He is doing that to emphasize that he himself is the one speaking and acting. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the emphasis here. Alternate translation: [I myself will judge]
