The psalmist is speaking of the earth and its inhabitants as if they were melting. He means that they are overcome with fear and instability in the presence of God’s judgment. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [The earth and all its inhabitants are trembling with fear]

God is stating the pronoun I explicitly, even though the verb already includes this meaning. He is doing that to emphasize that he himself is the one who establishes the earth’s foundations. If not, your language may have other ways of showing the emphasis here. Alternate translation: [I myself established]
