uW Translation Notes:

Note 1 topic: figures-of-speech / metaphor

תָּרִ֣ימוּ לַמָּר֣וֹם קַרְנְכֶ֑ם

(Some words not found in UHB: say to,who]_boast not boast and,to,[people] not lift_up horn )

The psalmist is speaking of to the height as if it were a physical elevation to which one could lift up a horn. This intensifies the image of arrogance that the horn metaphor conveys. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [act with extreme arrogance]

Note 2 topic: figures-of-speech / metonymy

תְּדַבְּר֖וּ בְצַוָּ֣אר עָתָֽק

(Some words not found in UHB: say to,who]_boast not boast and,to,[people] not lift_up horn )

Here, neck represents speaking with an arrogant attitude. If it would be helpful in your language, you could use an equivalent expression or state the meaning plainly. Alternate translation: [speak arrogantly]
