to utter blasphemies against God, that is, blaspheming his name and his dwelling (RSV, ESV, NABRE, NLT, NET, REB)
The phrase “to slander his name and his tabernacle” is in addition to “blasphemies against God” here. For example, the NJB says:
blasphemies against God, against his name, his heavenly Tent (BSB, NIV, GNT, NJB, CEV, NCV)
It is recommended that you follow interpretation (1), because it fits the Greek grammar better.The Greek has “to blaspheme” rather than “and blaspheme.” Aune, Mounce, Hughes, and Lenski support interpretation (1).
and to slander His name and His tabernacle—those who dwell in heaven.

to slander his name: This phrase refers to saying evil things about who God is and what he stands for.Mounce (page 250). Beale and Osbourne say the use here refers to putting oneself in God’s place, but it is hard to prove that this specific meaning is intended here. Other ways to translate this word are:

evil things said against his name

His tabernacle—those who dwell in heaven: There is a textual issue here:
The Greek words are his tent, those tent-living in heaven. The last phrase explains “his tent.” For example:
his dwelling, that is, those who dwell in heaven (RSV) (BSB, RSV, NASB, NLT, GW, NET, REB, ESV)

His tabernacle: A more literal translation of this Greek phrase is “his tent.” It figuratively refers to heaven, where God lives. Other ways to translate this are:

the place where he lives (GNT)
According to interpretation (2) above, this phrase refers to heaven.
those who dwell in heaven: This phrase refers to the angels, elders, and other beings living in heaven. Translate it in a way that allows for all these beings. For example:
everyone who lives in heaven with God (CEV)
