The expressions all of the people and all of the multitude of Israel mean similar things. The author is using the two expressions together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [to all of the Israelites who had gathered there]

In these cases, the masculine term man has a generic sense that includes both men and women. If it would be helpful to your readers, you could use language in your translation that is clearly inclusive of both men and women. Alternate translation: [to each one … each one back to his or her home]
