9:12 God’s act of driving Israel into exile for breaking his covenant was unique in all of history. Israel’s exodus from Egypt, their exile, and their return from Babylon are still unequaled (see also Jer 29:10).

Section 9:1–27: Daniel asked God to help Jerusalem and received a message from Gabriel concerning seventy weeks

The vision recorded in this chapter occurred during the first year of the reign of Darius (538 B.C.). Thirteen years had therefore passed since Daniel received the vision described in chapter 8. Daniel was now more than eighty years old.

Daniel had read in the book of Jeremiah that God’s people would remain in exile and serve the king of Babylon for seventy years (Jeremiah 25:11). During that time the city of Jerusalem would remain in ruins. However, God had promised to bring his people back to the land of Judah after the seventy years were over (Jeremiah 29:10). Now Daniel realized that the seventy-year period was almost at an end. He prayed for his people and for Jerusalem. In response, God sent the angel Gabriel to reveal what would happen in the future.

Paragraph 9:11–14

In this paragraph Daniel affirmed that God was justified in punishing the people of Israel for their disobedience.

9:12a

You have carried out the words spoken against us and against our rulers

You have carried out the words spoken against us and against our rulers: The Hebrew word that the BSB literally translates as carried out indicates that God did as he had sworn he would do and punished the people of Israel. Other ways to translate this include:

You did what you said you would do to us and our rulers (GNT)

You have kept your word and done to us and our rulers exactly as you warned (NLT)

You have carried out the threats that you made against us and against those who led us

our rulers: The Hebrew phrase that the BSB translates as our rulers is literally “our judges who judged us.” This way of referring to the leaders of Israel puts the focus on their authority to make decisions about right and wrong. The emphasis probably implies that they were particularly guilty.

9:12b

by bringing upon us a great disaster.

by bringing upon us a great disaster: The Hebrew word that the BSB translates as disaster is the common word for something that is “bad” or “evil.” God had caused distaster to come upon the people of Israel. In some languages it may be natural to translate this as a separate clause or sentence. For example:

You brought this great evil upon us.

You punished us severely.

If you use a word such as “evil", be sure that it does not imply that God did anything morally wrong.

9:12c

For under all of heaven, nothing has ever been done like what has been done to Jerusalem.

For under all of heaven: The phrase under all of heaven is an idiom meaning “in the whole earth/world.” See the note on 7:27a for a similar expression.

nothing has ever been done like what has been done to Jerusalem: This verse part contains the two passive verbs been done. In both cases God is the implied actor. He punished Jerusalem more severely or harshly than he had ever punished any other city. In some languages it may be natural to translate both passive verbs as active verbs with God as the subject. For example:

God has never punished any city in the way he has punished Jerusalem

God has punished Jerusalem more severely than he has ever punished any other city

General Comment on 9:12b-c

In some languages it may be natural to combine 9:12b-c into one clause. For example:
