TSNTyndale Study Notes:

24:14 Those who heard a blasphemer curse were to lay their hands on his head. This indicated their own innocence by symbolically transferring the guilt (see 16:21), as well as their willingness to accept responsibility for the blasphemer’s death. A single witness was not enough to cause a man to die (see Num 35:30; Deut 17:2-7; Matt 18:16; 2 Cor 13:1; 1 Tim 5:19; Heb 10:28).

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / explicit

אֶת הַֽמְקַלֵּ֗ל

DOM the,cursed

Here the curser refers to the man who cursed Yahweh. If it would be helpful in your language, you could make this reference clear. Alternate translation: [the man who cursed]

Note 2 topic: figures-of-speech / explicit

הַשֹּׁמְעִ֛ים

the,heard

Here hearers refers to those who heard the man curse. If it would be helpful in your language, you could make this reference clear. Alternate translation: [those who heard him curse]

Note 3 topic: translate-symaction

וְסָמְכ֧וּ & אֶת־יְדֵיהֶ֖ם עַל־רֹאשׁ֑וֹ

and,lay &DOM hands_of,their on/upon/above/on_account_of//he/it_went_in his/its=head

This was a symbolic action to show that they are witnesses to the fact that the man was guilty. If it would be helpful in your language, you could express this meaning more explicitly. Alternate translation: [and…shall place their hands on his head to show that they witnessed his guilty action]
