Here the word “nations” refers to their armies. Alternate translation: “I will gather armies from many nations that will beat against you like the waves in the raging sea” (See also: figs-simile)
26:3-6 The many nations with which Tyre wanted to trade would instead come against her equipped for war, and like Jerusalem, she would become plunder for their armies.
